On May 29, the “Belt and Road Cross-Border Credit Cooperation Forum and ‘Credit SCO’ Cross-Border Credit Service Promotion Conference” was held in the China-SCO Local Economic and Trade Cooperation Demonstration Area (SCODA). Themed “Strengthening Cross-Border Credit Cooperation, Serving Global Market Expansion”, the event was hosted by the SCODA Administrative Committee and co-organized by Gladtrust and the Institute of Strategic Studies, Peking University. The goal was to deepen international cooperation in cross-border credit services and support enterprises in expanding into global markets.
Key attendees included Jiang Yanzhen, Second-Level Inspector of Qingdao Development and Reform Commission; Song Xiaojie, Member of the SCODA Party Working Committee and Deputy Director of the Administrative Committee; Wang Fuquan, Deputy Governor of the Qingdao Branch of the People’s Bank of China; and Wang Chaojing, Deputy Director of Qingdao Big Data Development Administration.
At the event, Mr. Wen Liguo, VP and MD of Global Business Information Services at Gladtrust, presented the “Global Enterprise Identification Code Rules for Digital Trade” and officially released the 2025 edition of the “Credit SCO Blue Book.”
The Blue Book includes five major sections: General Overview, Country Reports, Regional Analysis, Applications & Case Studies, and Outlook. It provides detailed insights into the overall credit development of the SCO, individual member states, the “Credit SCO” initiative, China’s broader cross-border credit systems, and real-world application scenarios. It serves as a comprehensive data foundation and strategic framework for cross-border cooperation.
The newly released Enterprise Identification Code Rules will be China’s first independently developed global coding system for enterprise identity recognition. It is expected to be widely used in business cooperation, financial review, customs clearance, and other scenarios, significantly advancing the standardization of global digital trade.
Mr. Song Shuda, CEO of Gladtrust, noted in an interview that this edition of the Blue Book builds on the previous version by incorporating more robust data analysis and adding credit market evaluations for two new SCO member states, offering a deeper and more systematic perspective on credit development within the SCO.
More than ten institutions from China and abroad—including Gladtrust, Peking University’s Institute of Strategic Studies, CTOS Basis , and KoDATA—signed strategic cooperation agreements on Belt and Road cross-border credit cooperation. The partners aim to leverage their strengths, foster industry collaboration, and promote international cooperation in the cross-border credit sector.
Puven Sangaran, CEO of CTOS Basis, remarked: “China’s open market offers great opportunities for Malaysian enterprises. The ‘Credit SCO’ initiative provides essential credit support for international collaboration between companies in China and SCO countries. We look forward to working with all partners under the Belt and Road framework to enhance regional economic prospects and accelerate cross-border trade.”
During the service promotion session, Mr. Zou Lei, Senior Partner at Gladtrust and General Manager of Zhixin Technology, introduced the “Credit SCO” cross-border credit service platform. Jointly developed by SCODA and Gladtrust, this platform is the first of its kind in China to focus on SCO countries. It offers multilingual services (Chinese, English, Russian) including global business credit reports, market and customer intelligence, international debt collection, and credit-based financing—all under a one-stop, end-to-end system.
To date, “Credit SCO” has aggregated over 10 billion data records from 600 million active enterprises across 216 countries and regions, covering nearly 80% of active companies in SCO member states**, and has issued over 1 million global credit reports.
Song Xiaojie, Deputy Director of the SCODA Administrative Committee, emphasized that SCODA will continue to build and optimize the digital infrastructure for cross-border credit through the “Credit SCO” platform, facilitating international credit cooperation and providing strong credit support for local economic collaboration among Belt and Road countries.
Keynote speeches were delivered by CTOS Basis CEO Puven Sangaran, KoDATA Deputy General Manager Mikyung Kim, Senior Partner of Shanghai Jintiancheng (Qingdao) Law Firm Zhang Yi, and Wang Yanqiang, a risk control expert from Hisense Group. Product presentations were made by Zhang Qinhe, Commercial Head of China Coface Information Services, and Hu Xiaofan, Product Manager of Rizhao Bank Qingdao Branch.
The event was hosted by Shen Wei, Vice President of Gladtrust. Over 100 participants from international credit institutions, financial organizations, academia, and enterprises attended the forum.
